After months have passed without a culprit in her daughter's murder case, Mildred Hayes is fed up with the ineptitude of the local police and makes a bold move. Taking matters into her own hands, she commissions a trio of signs leading into her town displaying a controversial message directed at the town's revered chief of police. When his second-in-command, an immature mother's boy with a penchant for violence, gets involved, the battle between Mildred and Ebbing's law enforcement is only exacerbated.
